Director of Business Development and Measures Management
Van Ly is an industrial engineer and formally certified PMP with over 5 years of project management
experience and leadership in workflow processes re-engineer and design, and serves as the Director of
Business Development and Measures Management for the New Jersey Innovation Institute (NJII), a not
for profit corporation of NJIT. As the Director of Business Development and Measures Management, Van
has been instrumental in the design, planning, and execution of NJII’s Physician Network Outreach &
Education Campaigns for Meaningful Use, the overall management of the technologies utilized at NJII,
and expanding the business lines at NJII. Recently, Van was co-author of the winning $50 million
collaborative agreement with CMS to implement a Practice Transformation Network (PTN) which provides quality improvement support to over 11,500 physicians with the goals of achieving better quality health outcomes and lower cost of care to over 500,000 beneficiaries. Van also manages the day-to- day
activities of the Newark-based, federally-funded Health Information Exchange, known as the Highlander
Health Data Network (HHDN). As an active participant during the implementation of the HHDN, since its inception in 2010, Van has intimate knowledge and a deep level of understanding of the technical
architecture and inner workings of the HHDN. In 2012, Van was part of a team that implemented a
revolutionary, secure, web-based portal, which connected over 200 ambulatory physicians of the NJII
program to the HHDN.
